Details of the proposed order
The site is currently zoned partly Utilities and partly Rural Living. Development of the site for residential housing is prohibited or restricted under these zones.
If approved, the proposed order will result in part of the land being rezoned to the General Residential Zone.
Rezoning the land will enable Homes Tasmania to increase the supply of social and affordable housing in Central Coast local government area.

The proposed Order relates to approximately 2,940m2 of land located at 18A Lester Road, Penguin and forms parts of folio of the Register 62700/15.

Making a submission
Submissions may be only made about the matters in section 13(2) of the Housing Land Supply Act 2018. They are the suitability of the intended zone, the land’s suitability for residential use, and whether the Minister would contravene:
- Section 5(2)
- Section 6(1) or
- Section 6(2)
of the Housing Land Supply Act 2018 by making a housing land supply order.

- Housing Land Supply (Penguin) Order 2024 - effective 11 December 2025.
The Order amended the Central Coast Local Provisions Schedule under the Tasmanian Planning Scheme for the Central Coast municipal area by:
- Rezoning land located at 18A Lester Road, Penguin folio of the Register 62700/15 to the General Residential Zone.
The rezoning came into effect on the 22 January 2025.
