What is this about?
This project seeks to comprehensively review the three existing regional land use strategies (RLUS).
Who is involved?
The main stakeholders of this project are the North (Northern Tasmania), North West (Cradle Coast) and South (Southern Tasmania) regions (including planning authorities within those regions) and relevant State Service Agencies and State Authorities. However, there will be opportunities for public input. The draft reviewed regional land use strategies (draft reviewed RLUS) will be publicly exhibited, allowing the public to make representations during the exhibition period.
What is not included?
While the reviewed regional land use strategies (reviewed RLUS) must be consistent with other key planning instruments, this project will not include reviews of:
- The Land Use Planning and Approvals Act 1993 (LUPAA) and associated legislation
- The Tasmanian Planning Policies (TPPs) once made
- The State Policies
- The Tasmanian Planning Scheme.
Overall improvements to the Regional Planning Framework will be considered as part of the Regional Planning Framework Project.
How long will it take?
It is anticipated the reviewed regional land use strategies (reviewed RLUS) will be declared by the Minister towards the end of 2025.
Background
In 2011, Tasmania was divided into three regions under Land Use Planning and Approvals Act 1993 (LUPAA) and a regional land use strategy (RLUS) was declared for each of those regions as follows:
- The Northern Tasmania Regional Land Use Strategy for the North or Northern Tasmania region
- The Cradle Coast Regional Land Use Strategy 2010-2030 for the North West or Cradle Coast region
- The Southern Tasmania Regional Land Use Strategy 2010-2035 for the South or Southern Tasmania region
Each RLUS sets out long-term strategic land-use planning directions for their respective region and helps guide and inform local planning within that region (e.g., it plays a crucial role in the preparation of draft Local Provision Schedules, structure plans and amendments for the rezoning of land). The RLUS are a key element of the Tasmanian Resource Management and Planning System and should be regularly and periodically reviewed.
Northern Tasmania RLUS Review
Appointment of Regional Planning Coordinator, Status: Complete
With funding from the Tasmanian Government, the Northern Tasmania Development Corporation appointed a Regional Planning Coordinator (RPC) to coordinate the upcoming Northern Tasmania Regional Land Use Strategy comprehensive review.
Establishing a Memorandum of Understanding, Status: Complete
A Memorandum of Understanding (MoU) is now in place to guide collaboration between the Northern Tasmania region (including planning authorities within the region) and the Tasmanian Government for the review of the Northern Tasmania Regional Land Use Strategy.
Preparing the draft, Status: Current
The Regional Planning Coordinator (RPC) prepares a draft of the reviewed strategy.
Draft released for consultation, Status: Not started
The planning authorities that make up the Northern Tasmania region review the draft prepared by the Regional Planning Coordinator (RPC). When this is endorsed, the draft is released for public consultation.
This consultation is open for 60 calendar days.
Report on consultation, Status: Not started
In consultation with key stakeholders, the Regional Planning Coordinator (RPC) prepares a report on any representations received during the public exhibition period.
Modifications to draft RLUS, Status: Not started
In consultation with key stakeholders, the Regional Planning Coordinator (RPC) may modify the draft reviewed regional land use strategy (draft reviewed RLUS) address matters raised in any representations or any advice from the Tasmanian Planning Commission (TPC). If the changes are substantial, the draft may need to be readvertised. This is optional.
The final version will be endorsed and send to the Minister.

Cradle Coast RLUS Review

Initial consultation to inform the preparation of the draft reviewed Southern Tasmania Regional Land Use Strategy closed on 18 December 2024. The findings are presented in the Southern Region's Phase One Consultation Report released in February 2025.
