Improving Residential Standards Project in Tasmania
What is this about?
The State Planning Office is reviewing planning controls for urban housing and residential development in Tasmania. The project aims to increase housing supply, affordability and diversity of housing types. The project will develop recommendations that will inform future amendments to the State Planning Provisions (SPPs).
There will be a consultation on the draft recommendations. See Project Life Cycle below for consultation dates and documents.
Who is involved?
The project is being led by the State Planning Office (SPO) in the Department of Premier and Cabinet. The SPO engaged ERA Planning and Environment to lead the project team, and a Technical Reference Group (TRG) has been formed to provide expert knowledge and local experience to the project team. The TRG includes staff from the Australian Institute of Architects, Homes Tasmania, local government, the Planning Institute of Australia and the Department of State Growth.
How long will it take?
The consultant was engaged in July 2023. The research and testing phase was completed in June 2024 and will be followed by public consultation on the draft recommendations. The project is expected to be delivered at the end of October 2024.
Following consultation, the revised recommendations will be used to prepare amendments to the SPPs urban residential development standards. These will go through the normal SPP amendment process which also includes public consultation.
Background
The project came from the first review of the SPPs, the statewide set of consistent planning rules in the Tasmanian Planning Scheme (TPS) which came into effect on 2 March 2017. The project has identified opportunities to make sure the residential standards are fit for purpose and can encourage liveability, equity, healthy spaces and sustainability.
A comprehensive review of the SPPs commenced in March 2022 as part of the 5-yearly statutory review required under the LUPAA. The scoping consultation for the SPPs Review identified a variety of strategic and technical issues for investigation through 163 submissions.

Research
In 2023 the SPO engaged consultants ERA to work with them to research and prepare a report on residential standards in Tasmania that would be used for public consultation.
The consultants prepared a literature review, based on the submissions received during the SPP review process, and on best practice standards elsewhere in Australia.
A technical reference group with membership from the Australian Institute of Architects, Homes Tasmania, local government, the Planning Institute of Australia and Department of State Growth, which has been providing feedback to the consultants.
The State Planning Office and project team have been working with key stakeholders to refine a set of recommendations that will achieve improved residential development outcomes for proponents, regulators and the Tasmanian community.

Review of submissions, Status: Complete
The State Planning Office held a public consultation from 24 July to 6 September 2024. Submissions were through an annymous online survey or written submissions. After the consultation period closed, numerous late written submissions were accepted upon individual request. The consultation is now closed.
All 41 written submissions made during the public consultation period are listed below.
Final report released, Status: Complete
A Recommendations Report has been prepared which outlines potential improvements to planning controls that apply to housing and residential development in the Tasmanian Planning Scheme.
The final recommendations and supporting factsheets have been informed by feedback on the earlier draft recommendations.
All of the feedback received on the draft recommendations from briefings, the online survey, and written submissions is summarised in a consultation report.
