Regional Land Use Strategy Reviews

The Tasmanian Government is now progressing a full review of the three existing regional land use strategies (RLUS) in collaboration with the regions.

Coordinators have been appointed to manage those reviews, and they are working closely with the State Planning Office (SPO) and the councils in each region to deliver the reviewed RLUS.

The SPO is supporting this process through:

  • Facilitating key preliminary tasks, such as the preparation of statewide residential and industrial land studies.
  • Memorandums of understanding between the State, regional bodies, and local councils to put in place strong governance frameworks for the reviews.
  • A State Infrastructure and Services Working Group to ensure that State information, strategy and policy informs the review processes.
  • Preparing guidance documents, templates, and other materials to support the coordinators.
  • Collaborating with the coordinators throughout the review process.

Regional planning framework project

The regional planning framework project has been paused while the three existing regional land use strategies (RLUS) to focus on the RLUS reviews.

The Tasmanian Government initiated a project to improve the regional planning framework, which was expected to result in amendments to section 5A of the Land Use Planning and Approvals Act 1993, which provides for the RLUS.

A discussion paper was prepared to seek feedback on potential improvements to that framework:

The consultation phase lasted three months, from 28 November 2022 to 28 February 2023.

The regional planning framework project will resume once the review of the RLUS is nearing completion.

Draft structure plan guidelines

The Regional Planning Framework Discussion Paper also introduced the draft Structure Plan Guidelines (draft SPG) for comment. Structure plans are already widely used as local strategic planning documents in Tasmania. They provide an important strategic link between the regional land use strategies (RLUS) and the Local Provisions Schedules in the Tasmanian Planning Scheme, so it is important that the plans be prepared to best guide the development or redevelopment of settlements by integrating and coordinating future land uses, development, and infrastructure provision in a sustainable and orderly manner.

The draft SPG aim to establish agreed processes, content and inputs for the preparation of structure plans. The SPO continues to work on finalising the Structure Plan Guidelines (SPG) as a key non-statutory instrument to guide the processes and standard for preparing structure plans.
